It also copies and pastes icons from one stack into another. (NOTE: you cannot edit icons below a user level of 3, the level that allows use of the painting tools.) You get to the Icon Editor either through the Icon... choice in the Edit menu or through a new Edit option in the Icon window of the Button Info dialog box. The Icon Editor has a set of menus associated with it, that not only allow you to cut, copy and paste, but also to flip the icon, mirror it, grey it out, rotate it, and put a shadow around it.
